- Council agreement on separate Irrigation Dept within Public Works Dept; if private companies under take works, it would be best if this happened in Provinces with permanent land revenue settlement; need for young engineer officers; continuing distress in Orissa, and need to support 1500 to 2000 orphans for whom he suggests an appeal in England and India; possible reduction of British troops in India – 'infantry should never be allowed to fall below a certain strength: they are the sinews of our power'; gives reasons at length for retaining Calcutta as capital of India (among others its defensibility and cost of transplanting capital elsewhere) while defending migration to Simla for hot weather; advantages enjoyed by English soldiers in India.
