- Importance of Viceroy corresponding 'freely and fully' with Secretary of State; India's financial situation better than anticipated; outlines his financial views; hopes Northcote will follow Cranborne's policy regarding irrigation works which 'are of primary importance to India'; India's telegraph system unlikely to pay its way for many years; most lines maintained for political, military and administrative purposes; many constructed hurriedly during and after mutiny and of temporary workmanship; advocates policy of non-intervention towards Afghanistan, Persia and Russia, except that (a) Sher Ali (currently holding out in Herat) if he invokes aid of Persia or Russia, should be told that British will support his brothers now in control of Kabul and Kandahar, (b) Persia should be told that any interference by them in Herat or Afghanistan would be contrary to Treaty of Paris and highly disapproved of by British Govt.
