- Refers to Northcote's letter of 10 April; Indian financial position; views on loans; difficulty of raising new taxation in India where 'the Englishman … practically considers it his prerogative … to pay no taxation at all'; believes Income Tax would be better solution than Licence Tax 'for it will attack the purses of the rich rather than the poor; and if the rate be low (say 2 per cent) can really injure no one'; defends Govt of India's conduct of relations with Govt of Bombay; latter really wants complete financial independence – if this is thought right in England, then it should be granted; unfair for Govt of India to be responsible for general finances of India but have no effective control over Presidency expenditure; on merger of Banks of Bombay and Bengal, Lawrence personally would prefer resuscitation of former; discusses question whether Govt should have an interest in these Banks; analogy with England not because English in India are birds of passage – 'all come out poor and hasten to make a competence; and care little what may come after their time'; policy towards Afghanistan; complete railway communications to Peshawar would doubtless be of military and political value, but would not pay for many years, and are not worth the cost in India's present financial condition.
