- Needs to learn Northcote's views and wishes on several matters; refers to Northcote's letter of 23 May; believes annexation of Mysore has benefited mass of people; some aspects of British rule bear hardly on people, but Lawrence affirms 'that the benefits of our system are great and palpable; and moreover are appreciable by all the industrious classes'; gives evidence for this belief including fact that inhabitants of areas returned by Canning to native rule have often complained; if British rule was not 'very much better than that of Native Chiefs' it would be impossible to hold the country; 'if we left India tomorrow I believe that war and rapine would again prevail: and that in a few short years it would become very much in the state we rescued it from'; education of Mysore heir; main administrative change required in Mysore to prepare for reversion to native rule is substitution of native for English officials; very difficult to introduce constitutional government into native State since 'the essence of native rule consists in the will and pleasure of the Chief'; refers to Northcote's letter of 26 May; no truth whatever in Meerut alarm but agrees regarding Europeans' lack of confidence –their behaviour towards natives oscillates between 'much insolence and temerity' and 'great alarm'; all English railway employees should be made to serve as volunteers; agrees with Northcote's criticisms of Licence Tax; difficulty of getting his Councillors to see that they must tax themselves if they are to get others to pay such taxes without resistance.
