- Acknowledges Northcote's letters of 24 and 26 June; strongly favours appointment of Judge Advocate General but equally opposes his inclusion in Council; basic need is for barrister who 'is a gentleman, and who would generally be believed to act impartially and be in a thoroughly independent position'; describes mode of conducting business in Council; comments on (Sir) Henry Maine (Law Member of Council); capital of new Bank of Bombay should be £1 million paid in instalments; will consult colleagues on question of providing examination facilities in India to enable Indians to gain employment in Civil Service; Burma railway would pose no great physical difficulties but would be costly, cause mortalities among its workforce, and be political mistake – Cranborne asked for survey only 'to silence the Manchester men, who were calling out for it', but will anything silence them ?; policy regarding north-west frontier and central Asia – asks only for discretion to assist one party or another with a little money and some arms if he judges it appropriate.
