- Refers to Northcote's letter of 10 July; opposes employment for Maj Gleig who is idle – 'he is a bad bargain, of which we have so many in India'; he and his Council united in opposition to providing examination facilities in India to enable Indians to gain employment in Civil Service; Indians more suited to judicial branch; Lawrence explains at length why he opposes admitting Indians in any numbers to administrative or even judicial branch; Bengalis, however intellectually capable, 'have not the stuff in them which makes good rulers and administrators. The courage, the activity, and self-reliance, which makes so many Englishmen good administrators are generally wanting in the Bengallee'; Punjabis prefer to be ruled by English than Bengalis; chief objection is that 'we conquered India mainly by force of arms … In like manner we must hold it. The Englishmen must always be in the front rank, holding the post of honor and of power, as the condition of our retaining our rule'; nevertheless, Lawrence understands importance of employing educated natives where possible, and is doing something to promote this.
