- Agrees with enclosed memorandum by Maine [not present] on reform of Govt of India; views on where power of appointment to Council of India, Governor-General's Council, and Presidency Governors' Councils should lie; need for official Govt newspaper; regarding appointment of barrister Advocate General, urges that civil offences committed by military officers should be tried by civil courts; even more difficult to get a court martial to convict an Englishman of a crime against a native than a jury; 'the way the law fails to protect the native is a cause of very great ill-feeling all over India … It is quite a political evil'; barrister judge should preside at court martial for any serious offence; Lawrence's lack of confidence in present system for courts martial; believes supervision exercised by Col (Sir) R Strachey (Director General of Irrigation) over Madras and Bombay Govts is beneficial.
