- Massey intends to resign after next budget; Lawrence believes main requirement in Finance Member is understanding of India and Indian administration; sending financier from home meets views of English merchants; from India, John Strachey, Richard Strachey, Sir R Temple or George Campbell all equal to task; Council members expected to give opinion on all matters; work is hard; anyone sent from England should not be older than 40-45 years; comments on Messrs Dickson and Foster who have been mentioned as candidates from England; financial administration currently of great importance; Lawrence three times in minority of one on question of Income tax; difficulties of Indian finance are: expenditure exceeds income; people desire increased expenditure but not taxation; natives prefer indirect to direct taxation, English the reverse; English willing to tax natives but not themselves, and propose taxes which would hardly touch them, e.g. succession duty, increase of salt tax, tobacco tax; good relations with Massey.
