- [Refers to Northcote's letter of 12/17 September 1867]; Dwarkanath Mitter's appointment; agrees correspondence on Abyssinia expedition should be direct with Bombay Governor; hopes Govt of India will be given chance to have their say on reform of Bengal administration, and on Indian finance and public works; need for orders from home to bridge streams between Lahore and Peshawar; brief assessment of alleged political importance of certain railway lines in Punjab; proposed change in furlough arrangement will affect civil as well as military service and will increase prevalence of acting appointments; opposes Denison's scheme to put military engineers in India on same footing as those in England, but Public Works Dept is in desperate need of young engineers, military and civil.
