- Acknowledges Northcote's letters of 11 and 18 November [sc 17 November]; Nawab of Tonk's responsibility for murders; Pathans hold human, and especially Hindu, life cheap; Lawrence's only concern regarding Abyssinian expedition is its scale; strength of British troops in India is as low as is safe – they are 'the open and visible emblems of our power'; India is as quiet and people as well disposed as they are ever likely to be 'but the full complement of British troops is very important to keep everything in its proper place'; better to hold reserves of British troops for Abyssinian in India than Malta, since they can then learn to adapt to tropical conditions and acquire 'a full establishment of natives attached to it which on service always proves of very great importance'; almost unanimous in India on advantage of buying out Orissa Company; Childers probably as good as anyone ignorant of India for Finance membership - Lawrence would be very happy to have Temple; comments favourably on Richard Strachey.
