- Encloses minutes (not present) by himself and W Seton-Karr (puisne judge of High Court) on reconstitution of Bengal Govt; if Parliament debates question, hopes his paper may be laid before it; is convinced making Bengal a full Govt would destroy authority of Govt of India; has recommended strengthening Bengal secretariat, and making Assam Chief Commissionership under Govt of India (though this will be expensive); views on composition and duties of Executive Council for Bengal; Governor-General should nominate to all local Executive Councils after consultation with Governors and subject to approval by Secretary of State; Maine mistaken in saying Govt of India manages Govt of Bengal in detail, though it rightly interferes with it more than with Madras and Bombay; no reason for any change in administration of Bihar or Orissa.
