- [Refers to Northcote's letter of 9 February]; Fenian activities; negotiations with Orissa Irrigation Company; fears that necessity may arise for Govt of India to interfere in relations between Company and cultivators in interest of latter which is why Lawrence would like to get rid of Company; of various classes of connected with land, zamindars will gain most from irrigation; Lawrence would like to do something to protect tenants at will but cannot see how – such a policy would be opposed by most people including many officials; opposes creating Public Works member of Governor-General's Council which would increase friction on that body; present system of financial control in England, as vested in Council of India, should be retained; hopes to reform salt excise next year; Licence tax to be retained with modifications; describes divisions in his Council on question of Licence tax and arguments used on each side; difference of opinion between himself and Sir H Durand (Military Member of Council) on whether Council Member should be compelled to attend Legislative Council and vote for Govt policy with which he disagrees; Lawrence instrumental in getting Durand his seat in Council but has found him very difficult to work with – 'he is so unbending, so acrimonious'; asks Northcote to give Durand hint to moderate his conduct; need for Govt members to act corporately; making subordinate Govts independent of Govt of India will weaken latter; need for superior authority to enforce economy on subordinate Govts; injustice of India paying ordinary expenses of its troops on Abyssinian expedition when England does not pay similar expenses of English troops on Indian service; question of reduction of export duty on grain; Durand in minority of one on his point of difference with Lawrence.
