- Refers to Northcote's letter of 13 February; main problem with Crofton's recommendations is expense; comments on present state of Indian jails and Indian criminal classes; believes system acts as deterrent but cannot reform character; difficulty of preventing recidivism; 'I assure you most solemnly, that the question of increased expenditure in India, a question which involves additional taxation, is a vital one for our rule'; burden falling on poorer classes may be more than they ought to bear; refusal of richer classes, including English, to pay more – 'there is no patriotism, no sympathy, among them which can counterbalance this antipathy'; refers to Northcote's letter of 12 February; problem of publication of controversial minutes by Council members; advocates rule against their speaking against each other in Legislative Council; need to increase authority of Governor-General; supports proposal for Governor-General alone to sign despatches.
