- Encloses letter from Maine and discusses at length Northcote's proposals in letter of 30 April for reforming relationship between Governor-General's Executive and Legislative Councils and for making composition of latter more representative; does not think Northcote's solution will work; weakness of Governor-General's position vis-à-vis his Executive Councillors; Lawrence suggests only solution is prior consultation to enable Viceroy to secure support of Secretary of State whenever possible, and to teach Councillors that their interest lies in supporting Viceroy; reasons for preferring selected to elected legislative councillors; comments adversely on conduct of native and mercantile members; agrees strongly with Northcote on need to change method of appointment of members of Executive Council. Letter from (Sir) H Maine (Law Member of Governor-General's Executive Council), 31 May: argues no change necessary; describes efficient working of present Legislative Council; reasons for opposing representative members.
