- Refers to Northcote's letter of 12 June; furlough rules for Civil and Military services have been published; agrees that Theodore's son should be brought up at Bombay; reasons for strong opposition to expedition by Hayward or any other European into Central Asia, the route via Swat and Chitral being particularly dangerous; views on Zanzibar-Muscat and Muscat-Persian relations; mistake to hand responsibility for Zanzibar to Foreign Office; India's interest in preventing piracy in those seas and thus encouraging trade; Indian navy should be resuscitated to moderate extent; Orissa Irrigation Company; claims for honours which 'will do more harm than good, unless they are given with a sparing hand; regrets disestablishment of Irish Church; believes Irish discontent mainly arises 'from agrarian circumstances. No people can be contented and loyal, who have not the means of decent subsistence. Ireland on a small scale is a type of India. Agriculture is the chief employment of the people and hence the poverty of the masses.'
