- Refers to Northcote's letter of 30 September, his reply of 29 October, and Northcote's letter to Temple; explains why he has been taking action on financial questions - Governor-General cannot rely on Council as a body, so must rely on Secretary of State, and therefore if decisions are left to within few days of budget time he will be to great extent at mercy of Council; views on forming opium revenue reserve [i.e. averaging it for budgetary calculations], salt tax, and certificate tax; on salt tax, argues that no further enquiry will change views on either side which is 'much too high' on this side of India – Lawrence thinks it 'enhances the cost of production from 15 to 25 times'; certificate [i.e. licence] tax is a limited income tax; explains how it will work and likely reactions of different classes – its opponents are those 'who have hitherto been exempted, and who from the amount and character of their incomes ought to pay the tax'; contradicts Northcote's view that 'disintegration' [i.e. separation] of central and local taxation are involved in settlement of certificate tax; extension of latter to classes now exempt will cover loss by reduction of salt tax; 'if we wait until we can reconcile all interests and all views we shall wait for ever. I have now said my say, and earnestly [hope] that what I have said may have an influence on your mind'.
