- Acknowledges Dalhousie's letters of 8 and 21 February; Satara affairs; misunderstanding over procedure for annexation of Sind – no proclamation necessary, Dalhousie should simply authorize Bombay Govt to assume its administration; tomorrow's dinner for Lord Hardinge will be overshadowed by revolutionary events in Europe; briefly comments political situation in England (where Chartist petition will shortly be presented) and Ireland; fears considerable Indian financial deficit despite Hardinge's reductions; in view of East India, Bengal, Railroad Company's difficulties in raising its £100,000 deposit, asks Dalhousie to consider whether first Bengal Railroad should be a State concern; after discussion with Hardinge thinks Treaty with Oudh 'will not stand much in your way'.
