- Refers to Hobhouse's letter of 24 August; progress of Sikh insurrection; incomprehensible retirement by Maj-Gen (later Lt-Gen Sir) William Whish (Commander of Multan Field Force) from Multan; 'rebellion of the Sikh nation has at last become open, flagrant, and universal … the whole Sikh army East of Indus is in rebellion, and is recruited by the warlike population. The Sikh army west of Indus is … more than wavering; lists numerous instances of rebellion including that of Sher Singh; 'can any man bring himself to believe that there can ever be peace with such a people, or tranquillity while they are an armed nation?'; notes his indulgent policy since Mulraj's rebellion; now no longer any alternative, for preservation of British power in India, but entire subjection of Sikh people and orders have been issued that Punjab must be destroyed 'as a Power'; infantry regiments being brought up to 1000 men, cavalry to 500; other military moves; need to strengthen European troops in India; financial considerations must now be set aside; all furlough stopped and other emergency measures; has impressed on Gough (who seemed inclined to give it up temporarily) that siege of Multan must be pressed forward – the Sikh army there must be 'destroyed so far as the humanity of civilized war will admit of'; defection of so many Sikh chiefs will mean extensive confiscations and therefore greatly increased revenue; believes 'in my conscience' that war is both just and necessary, and that conquest of Punjab is equally essential to the security and tranquillity of northern India; hopes for approval of HMG and Directors; everything peaceful elsewhere; lists various official appointments; will depart for frontier on 11 October; Turton cannot be prosecuted – Dalhousie is thinking of bill of pains and penalties to banish him from India.
