- Law Commission staff; Turton case; refers to Hobhouse's letter of 23 January; Bethune; is grateful for Hobhouse's explanation that letters from Secret Committee were in fact from the India Board [i.e. Hobhouse] a fact which Dalhousie had not realised; describes (with adverse comments on Whish) final fall of Multan on 22 Jan; describes gallantry of Sikh defence; dilemma concerning punishment of Mulraj; proof of his complicity in murder of Agnew and Anderson unlikely, and gallantry of his defence of Multan and other things have raised strong feeling of pity on his behalf – 'I cannot deny that his execution would shock public feeling in India'; but severe punishment is necessary for 'so formidable and now so celebrated a resister of British power' – Dalhousie proposes sending him across the seas; questions concerning prize money from property confiscated at Multan; medals should be given for campaign as a whole (if successful) rather than individual actions; further severe criticism of Gough who is now vacillating; Dalhousie has ordered Whish to join him, and arranged other reinforcements; Sikh army has been reinforced by Chattur Singh and his guns; Dost Muhammad has seized Peshawar, summoned Ghulab Singh to surrender Kashmir, and made other hostile moves; he will have to be expelled from Peshawar in due course (and Dalhousie has already made plans for this) – 'we cannot, with safety, permit a Mahommedan power, raising the cry of Islam, to seize by force territories under our protection'; encloses copy of his letter to Queen on fall of Multan.
