- Acknowledges Hobhouse's letter ot 24 March; Napier's presence to advise on frontier military arrangements would be helpful but not essential; delicate problems regarding relations with Gough including question whether he is to be superseded or succeeded by Napier (Wellington has unfortunately given Gough some reason to think the former), and Dalhousie's speech (record enclosed) on being presented by him with two Sikh guns; Ellenborough's apparent belief that Napier should be given civil powers as in Sind, which Dalhousie opposes (his letter to Ellenborough enclosed); treatment of Sikh Sirdars including Chattur Singh and Sher Singh; Maharani has arrived in Nepal; as no native state can honourably surrender a refugee, and as she can do little mischief (lacking the necessary financial resources), Dalhousie has merely requested Nepal to prevent her from engaging in intrigues; cost of Punjab war estimated at £1,500,000 which Dalhousie believes will be covered by crown property confiscated at Lahore; troops in Punjab 'all roofed in' and as yet quite healthy; opium still rising, trade improving, crops promising well, and loan doing well.
