- Despatch on Delhi question goes by this mail, on which his colleagues in Council agreed with rather than opposed him; novelty of Court's bringing forward Professor Wilson on question of policy; brief remarks on Joint Stock Act, Bethune, and experiment ordered on electric telegraph with special reference to Indian climate, furlough rules, Straits settlements; Napier 'has left all his warlike feelings in the Pass of Kohat' and urges paying tribes – Dalhousie agrees but says if they continue their hostility they must be beaten before they are paid; discipline of Bengal Army 'officers and men alike, is scandalous' and it will require a series of C-in-Cs as strict as Napier to bring them into decent order; amended financial estimate looks much better than hoped, but, if Govt of India has to pay 35 lakhs for batta and 10 lakhs to compensate Turton's victims, it is too early for Court to order closure of 5% loan – mere rumour of such orders brought in 15 lakhs last week.
