- Acknowledges Hobhouse's letter of 25 March; Medea has sailed with Koh-i-noor on board; discusses Bethune's 'Black Acts'; has concluded European exemption from jurisdiction of criminal courts cannot be removed until relevant portion of Indian Criminal Code prepared by Law Commission has been passed into law; Council is beginning work on Code; speculates whether home authorities will allow any legislation prior to renewal of EIC Charter [due 1853], but sees no objection to Code being passed before then though examination of its 450 clauses will be a long job; one of 'Black Acts', drafted by Sir Lawrence Peel (Chief Justice of Bengal), has been passed to protect judges from punishment when their judgements conform to Indian law but not to some technicality of English law; a 'Hindu Black Act' also passed to override Hindu law that a Hindu who converts to another creed loses all right to inheritance; discusses occasions when British interference with Hindu law is justified; thinks it would be 'a great step gained' if Indian Criminal Code were passed – 'else why all the labour, expense, and frequent renewal of the Indian Law Commission?'; thinks Edwardes has made a fool of himself; thinks he is quite well again.
