- Believes Napier may make 'violent and offensive reply' to his minute; as latter has resigned, hopes Hobhouse will not seek to coax him to serve 'apparently the Government, while in truth he dogs and obstructs it'; asks Hobhouse to check Napier's statement that 1000 cubic feet of air per man, woman or child is standard in England for housing bodies of people in modern prisons, barracks, Hamilton/Harris controversy; urges appointment of Sir Walter Gilbert as C-in-C, Bombay, if Sir William Gomm succeeds Napier as C-in-C, India; deprecates appointment of old soldiers as Councillors; following Hobhouse's despatch, has stopped all further action on Bethune's proposed legislation; further discussion of Penal Code in Bengal Council unlikely to be fruitful, since, apart from Bethune, participants would be 'three unlearned civilians with one deaf old soldier', but hopes Hobhouse may be able to progress Penal Code at home; question whether civil or military officers should be allowed to be directors of banks; Afridis now appear likely to renege on their agreement – Dalhousie will avoid fighting if possible, but they must be made to submit; Napier has reversed his advice on construction of cantonment at Multan.
