- Acknowledges Hobhouse's letter of 24 May; position regarding work on Indian Marriages Act; requests precise instructions on action, if any, to be taken by Indian Legislative Council on Indian Penal Code – Bethune is seeking to redraft it which Dalhousie considers would set at nought the work of the Indian Law Commission; favours compensating victims of Turton's defalcations from Registrar's unclaimed deposits, provided rights of future claimants are reserved; Bengal railway; asks for right of reply if Napier has sent home further paper regarding reasons for his resignation which he has not shown to Dalhousie; his order to Napier that his correspondence with civil officers in Punjab must be carried on through Secretary to Government and Napier's childish reaction; to assure Hobhouse that trans-Indus frontier is well defended describes situation and troop dispositions, in particular position regarding Afridis in Kohat pass; latter must be brought back under British control but Dalhousie prefers to try all other expedients before embarking on hostilities; some frontier trouble, e.g. plundering raids, must be expected, and Hobhouse should not necessarily believe what he reads in Times based on private letters from interested parties in India; rains have begun favourably in plains.
