- At Amritsar; Punjab in good state; has himself settled question of cantonment in this district in view of Napier's failure to provide promised report; removal of customs line has been a boon, and Punjab finances in good shape; Napier is on his way to Bombay but has not communicated with Dalhousie; feels Bombay Govt have unwisely delayed date of withdrawal of Sind allowances till Sep 1851; troops sent against hill tribes in Cachar; Dalhousie has asked President in Council to get rid of these little wars as soon as he can; Wellington has not sent his memorandum to Napier; comments on Wellington's character; regrettable that he will not consent to Gilbert going to Bombay – 'we shall thus lose a useful chief and get a useless Councillor'.
