Refers to Broughton's letter of 7 July; thinks some civil and a good deal of military reduction possible; Whiting's exaggeration of his action in stopping flight of 14th dragoons; announces death of Bethune and comments briefly on him – early appointment of successor very desirable; mentions Sir James Cochrane (Chief Justice at Gibraltar, and from an 'old American loyalist' family) as suitable for puisne judgeship should Broughton be in difficulty to fill such a post; Oudh is 'getting very scandalous' and even Sleeman advocates direct interference, and Dalhousie sees no middle way between letting it completely alone and permanently taking possession, leaving him only kingly title and revenue; wishes Wellesley had done it, and asks Broughton whether he would back him if he effected King of Oudh's resignation 'pleasantly and voluntarily by treaty'; John Lawrence ill again and may have to go to sea which will be great vexation to Dalhousie though less so than twelve months ago.
PS. Mulraj has died; suggests new Law Member of Council should be liable to any salary reduction imposed by new Charter - £8,000p.a. is ample for Councillors.
