- Acknowledges Dalhousie's letters of 8 and 19 September; comments on Punjab situation; Dalhousie right not to send troops to Mauritius, but Hobhouse strongly hopes more regiments will not be needed from England; is unconvinced that there has been an 'organized conspiracy' to expel British from Punjab; views at home on Punjab situation; Napier cannot at present be sent out - his 'scandalous attack' on Sir J Hogg (prominent EIC Director, and MP) and Indian authorities precludes possibility of persuading EIC Directors to select him; repeats assurance in previous letter that Dalhousie will be strenuously supported by Home Govt; on future of Punjab, Dalhousie clearly has right to annex, only difference of opinion is over wisdom of doing so; Lord Auckland (Governor-General 1836-42, currently First Lord of Admiralty) opposes it because it would be unjust to young Maharaja, but Hobhouse does not think this argument conclusive.
