- Refers to Dalhousie's letter [of 8 October?] and despatches of October, and his minute of 30 September; Dalhousie's request for three extra Queen's regiments will be complied with; letter from Secret Committee is being sent to Dalhousie; home authorities' views on future of Punjab; Dalhousie requested to wait until province reconquered, before announcing final decision on its future, and to first inform authorities at home where general opinion is against annexation; Hobhouse's growing doubts regarding justice of setting aside Duleep Singh, and of blaming the Sikh Sirdars for the uprising when real power and responsibility was exercised by the British; Court of Directors and Board of Control have cooperated most harmoniously on Punjab question, but Court has not been shown that part of Dalhousie's letter referring to annexation; comments on suspension of siege of Multan; Napier has commented generously on Whish; worst aspect of Punjab war is pressure on finances – budget cannot now be balanced, public works (e.g. Ganges canal) must be suspended; Indian Govt will not be called on for any immediate expenditure on railroads, nor will there be calls from home for bullion; Hardinge thought reinforcements unnecessary but without having seen Dalhousie's minute of 30 September; will press Wellington regarding appointment of new C-in-C for India – would Dalhousie accept General Sir F Adam [who had not seen active service since the battle of Waterloo; Governor of Madras 1832-37] who wants the job? ; not worth appointing Secretary of Law Commission at 36,000 rupees p.a.
