- Refers to Dalhousie's letter of 15 October; briefly reiterates wish conveyed in letter from Secret Committee and his own private letters that question of annexation should be reconsidered, and Dalhousie's opinion reported before any final arrangement is made; papers on Hyderabad referred to Court to whom that matter belongs, but Dalhousie right to send them to Secret Committee in first instance; things in Hyderabad cannot remain as they are; confident Henry Lawrence will obey Dalhousie's orders with zeal and intelligence; expects attempt to continue Satara agitation as soon as decision to annex it is announced by Court.
