- Acknowledges Dalhousie's letter of 22 December; adverse comments on Gough's conduct of Punjab operations; Wellington, at the instance of Lord John Russell (Prime Minister) and himself has been induced to replace him at the end of the Spring campaign with Lt-Gen Sir George Napier [younger brother of Sir Charles Napier; he had not seen active service since the Peninsular campaign]; highly praises Wellington's supportive letters to Dalhousie on Punjab operations – their 'clear and forcible language, and strongly reasoned arguments'; Whish; justification for giving immediate rewards to Edwardes, and timing of rewards in future to other deserving officers; rights of Duleep Singh, and responsibility of British as well as Sikh Durbar for any mismanagement leading to present revolt; public opinion initially favoured annexation but now seems to have swung against it; despatch on Hyderabad being sent approving Dalhousie's delaying action until Punjab is settled; Dalhousie may add millions of people [Hobhouse apparently means Hyderabad] to the Empire – 'of course all this will or may be done against the inclination of everyone concerned; particularly of yourself'.
