Acknowledges Dalhousie's letter of 25 May; Dalhousie will know by now that his proceedings [i.e. annexation] have been cordially approved by all home authorities from the Queen downwards; brief comments on Gough; if Henry Lawrence's health fails, finding a successor should not be difficult – 'some people here think his brother John superior'; defects in draft despatch submitted by Directors approving annexation of Punjab – chiefly their forgetting that 'India and Indian conquests belong to the Queen and not to the Company', and in some 'boggling' over Koh-i-noor; thinks Dalhousie's present practice regarding correspondence with Queen is just right; problem regarding wearing of Punjab medal at Court and on state occasions; Acts incorporating Bengal and Bombay Railway Companies will be passed this session.
