- Refers to Dalhousie's letter of 25 June; Punjab Board's error concerning order on compulsory labour; thinks there is too great a disposition among civil servants in India to conciliate public opinion, and supports Dalhousie's action regarding the Lawrences who 'have something like a fellow feeling' with Punjab people; question of medals granted by Dalhousie being worn at Court and Royal ceremonies, injudicious intervention of Directors, and fact that only the Queen and her advisers can decide such points; problem of finding someone to superintend railway contracts at home; view of James Thomason (Lt-Governor of North-Western Provinces and founder in 1848 of Thomason Engineering College at Roorkee) that only Govt, rather than partnership between Joint Stock Company and EIC, will achieve such engineering works; Hobhouse agrees, but he could not alter process already begun when he came to India Board.
