- Refers to Dalhousie's letter of 25 March; neither he nor Dalhousie have altered their views on Delhi question but considers Dalhousie has acted wisely in giving way to Court of Directors on it, which will help him get his way in other disputed matters; question whether Court of Proprietors can require Court of Directors to disclose any papers not in Secret Dept – if they can Dalhousie should direct any potentially sensitive despatches to Secret Committee which will keep it under control of President of Board of Control; question has arisen because of Proprietors' vote to oblige Directors to publish correspondence on Delhi question; agrees with Dalhousie on Sikkim affair and on Napier's overreaction to frontier raid in Kohat by Afridis; approves Napier's handling of mutiny by 66th regiment at Govindghur; bafflement at Napier's proposing pardon for Mulraj and Henry Lawrence's wish to let Maharani loose – 'these hot fits of magnanimity are unintelligible to us inhabitants of cooler climates'; Bright still intends to propose Cotton Commission – fact that he is MP for Manchester 'may account for a good deal of impertinence and nonsense'; asks Dalhousie's opinion regarding employment of military and civil servants of Company in management of banks.
