- Acknowledges Dalhousie's letters of 22 June and 11 July; now matters little what papers Napier may send home as his resignation has been accepted and Gomm's appointment is in train; would like to appoint Gilbert as C-in-C, Bombay, but fears those about Wellington will prevent it; Napier's indecorum regarding failure to restore Sind prize money wrongly allotted to him, and objectionable tone of his remonstrance thereon; sad that Napier's career should conclude like this; Hamilton/Harris controversy; has asked India House to send Bethune precise instructions which will prevent him from superseding efforts of Macaulay and Law Commission; on Black Acts, it would be better to do nothing than anything after fashion proposed by Bethune; nor should he recommend Queen be asked to patronize his efforts for female Indian education – he seems to have means of communicating with Lady John Russell which may lead him into irregularities; asks Dalhousie to embody his views on unchartered banks in official despatch to Court; court martial of Col Pew; Afridis; Bengal railway; Nepalese now in Paris; comments on Falkland, Willoughby and Frere; complaints of Madras Govt that Board of Control does not extend railway guarantee to that Presidency.
