- Refers to Dalhousie's letter of 23 October, and hopes Napier will not be so foolish as to go to war over refund of Sind prize money; policy towards frontier tribes and folly of attempting to make them tractable through kindness, even though advocated by experienced observers such as Henry Lawrence; if John Lawrence goes, should now be possible to substitute single Commissioner for Board of Administration in Punjab; has told Falkland privately that Frere should not be selected as Commissioner but latter has friends among Directors so he may be; if any problem at Madras, Pottinger keeps it to himself; comments on Bethune who has been told to confine his minutes to his legislative capacity (contrary to Dalhousie's view, but in accordance with Directors' interpretation of Act of 1833); Hobhouse asks Dalhousie's views on minute writing system which Hobhouse thinks might be curtailed.
