- Refers to Dalhousie's letter of 24 November and expresses satisfaction at 'Punjab balance sheet'; Falkland has appointed Frere as Commissioner of Sind despite his Council's objections – Hobhouse considers the selection 'not good'; on withdrawal of Sind allowances, hopes in future Dalhousie will ensure that 'minor presidencies never move in such matters without your consent'; new Bombay C-in-C 'a most miserable creature' and Gilbert 'a poor Councillor'; malcontents at home reduced to complaining of Directors for not encouraging cotton and oppressing ryots – both complaints go back a long way; possibility of establishing an India Committee – Hobhouse hopes it will not happen till 1852 when he hopes matter will be 'in other hands'; Manchester Commissioner (Mackay) has left for India – Hobhouse does not expect him to discover anything new.
