- Acknowledges Dalhousie's letter of 25 June; difficult to make military reductions until there are railways able to make few troops do the work of many, but any effort to reduce the 'great red coat item' will be welcome since it looms so large; army rules of service mean it that men are too old by the time they reach senior positions – 'just look at the three respectable seniors at the head of the three great Indian armies!!!'; [refers to Dalhousie's letter of 24 June]; will try to get CB for John Lawrence; question of medals for civilians; recommendations for Lancelot Walker (Ensign, 2nd Bengal Native Infantry [Grenadiers]), and Henry Vansittart (Deputy Commissioner, Sutlej territory).
