- Acknowledges Dalhousie's letter of 18 June; describes debate in Parliament on Indian budget and 5% loan – Bright spoke 'with his usual unscrupulousness and with his wonted vigour', and Sir J Hogg (EIC Director) showed his usual tendency to defend the indefensible regarding proceedings in Madras; on loan question, only criticism of Govt of India that Vernon Smith can see is that it might have warned Home Govt earlier of looming financial problem; nothing said which Dalhousie likely to find disagreeable to himself; Canning's speech at farewell dinner very well received; looks forward to Dalhousie's report on Oudh – public feeling, with which Vernon Smith agrees, is 'much against' any addition to Indian territories; PS. denies statement by Hogg that Vernon Smith had said he (VS) was not there to defend Governor-General.
