- Refers to Dalhousie's letter of 22 October; Oudh; hopes fall of Sevastopol will have counteracted impression that British power had been shaken; need for thorough investigation of Santal insurrection in view of criticism at home of lack of police and exactions of persons 'more or less' under control of Government; rumour of Persian occupation of Herat; Elphinstone fears famine in Bombay; agrees that title of Nawab of Carnatic should not be continued; Dalhousie's minute on Indian finance; Parliament meets on 1 January and Vernon Smith asks to receive means of answering questions on Salt report, expedition of Indian accounts, and Indian legislation on patent laws; appointment of Maj-Gen (later Field Marshal Sir) Patrick Grant (Bengal Army) to succeed Anson as C-in-C, Madras; this departure from normal practice of appointing Queen's Officer intended as compliment to EIC Service; Hardinge has objected publicly to appointment of EIC officer, and privately to Grant himself and claims Dalhousie will agree with him on latter point.
