- This probably last letter to Dalhousie as Governor-General; brief thanks for Dalhousie's kindness in maintaining confidential correspondence with him despite his being 'almost a stranger'; refers to Dalhousie's letter of 8 October, differs from him regarding conduct of Legislative Council, and strongly contests that body's claim to independence, criticising conduct of Peacock who, as Law Member of Executive Council; is a Company servant and whose office could easily be abolished; Peel (recently retired Chief Justice of Bengal) thinks Executive Council should not have submitted Court's despatch to Legislative Council but a Bill founded on the despatch; is pressing for decision on honours proposed by Dalhousie, but John Lawrence, Henry Sleeman and James Outram certain to be recommended for KCBs.
