- Refers to Vernon Smith's letter of 25 August; Ritchie's refusal of judgeship at Madras; is delighted Vernon Smith informs Canning of what Chairs and others say about him; answers their criticisms regarding Queen of Oudh, and discusses treatment which should be accorded to King and Queen; despite differences on two matters, is on good terms with Anson – 'it would be very difficult to quarrel with anyone so imperturbably good tempered, and so thoroughly a gentleman; favours opening staff appointments to Queen's officers; is grateful for civil service recruits being sent out; understaffing of civil service, and necessity of supplying deficiency from military men and uncovenanted service; latter has few suitable men; Canning eager to appoint natives but very few suitable men available, certainly not in newly acquired provinces of Nagpur and Oudh; 'it sounds unjust – but a great public good is furthered by promoting every native fit for advancement wherever he may be found; and, other things equal, or nearly equal, he has claims of preference over all European rivals which I shall never fail to recognize'; vital need to continue post of Law Member of Executive Council to get Government's business through Legislative Council where every member considers himself a lawyer; value of Peacock's work in this respect and on law reforms and Canning's wish to extend his term as Law Member; Duleep Singh is corresponding clandestinely with his mother; Canning suggests all restraint on correspondence be removed, since it is evidently ineffectual; he would be apprehensive of personal contact with her, but does not fear letters.
