- Orders have been sent to start Persian expedition to seize Bushire and Kharaq; is urging Elphinstone to active commissariat preparations should objects be extended to Shiraz, but agrees with Canning difficulties begin there; Dost Muhammad should be encouraged to attack Persia; Clerk thinks 10,000 me n insufficient for Shiraz; approves Canning's alteration to Bengal Army enlistment regulations provided it 'does not excite feelings of caste'; Clerk and other Indian experts have dissuaded him from sending Clerk to see Queen of Oudh; unfortunate if British rule in Oudh begins with quarrel between officials [i.e. Jackson and Gubbins]; Oudh must not become field for employment of Company's European relations and friends – this is what arouses suspicion about annexation; hopes threat of war may do the business with Persia for he shares Canning's 'disgust' for these operations.
