- Receipt of instructions for Persian expedition to sail; it plans to rendezvous on 25 November at entrance to Gulf; comments on its commander General Stalker; if operations inland are embarked on Canning proposes to put Anson in charge; important that commander of mixed force of Queen's and Company's troops should be known to, and understand, Indian Army; Anson has worked to acquire knowledge of Indian Army, and though he entertains some prejudices against it, does understand it; his health is improving; refers to Vernon Smith's letter of 26 September and his own of 23 October, and reiterates view that European force sufficient for operations beyond Bushire cannot be spared from India – such operations if anything more difficult than in Afghanistan - 'never ending flood of business' has prevented Canning sending memorandum on the whole subject; Dost Muhammad's first reaction to money given him to advance on Herat is unsatisfactory; his possible intentions and policy towards him; if he demands restitution of trans-Indus territory he will be refused –'there [emphasis in original] is our real strength against Herat, and against those who may come from it, whether Persians or Russians'.
