- No news from Persian Gulf; Amir on way to Peshawar; refers to Vernon Smith's comments on policy towards Afghanistan in letter of 10 November; views of Sir J Lawrence, Col (Sir) H Edwardes (Commissioner of Peshawar), Col (Sir) James Abbott (Commissioner of Hazara 1845-53), and Canning himself on policy towards Afghanistan following fall of Herat; Abbott says annexation of Sind has convinced Afghans that every Englishman is an enemy and deem it 'a sacred duty … to keep their country free from Englishmen by foul means as well as fair'; Canning considers 'every step in such a country must be taken as though we were on an enemy's ground'; emphasises very large force and cost of expedition to take Herat; British cannot afford second defeat in Afghanistan; acquisition of Sind and Punjab has strengthened India's strategic position and made operations in Afghanistan unnecessary – any enemy can now be met on emerging into trans-Indus plains where he will be in poor condition; admittedly, fall of Herat may damage British prestige in eyes of natives but they must be taught that its importance has been exaggerated; hopes Vernon Smith will not urge him to send an army to Herat.
