- Refers to Vernon Smith's letter of 25 November; will support Outram, but explains why he did not favour it (because no need for Political Head to the Army and more importantly because of Outram's health); Canning would have appointed Anson, with Henry Lawrence as Political Agent, and probably Col (Sir) Sydney Cotton in one of chief commands; approves Outram's plan of operations (a march to Shushtar and then if possible to Ispahan [sc Isfahan]); conflicting opinions of practicability of road to Isfahan; on Outram's mention of possibility of march on Herat from India, reiterates his opposition to any such operation – 'it may be treason in Downing Street, but I say deliberately if Herat cannot be recovered without marching an English Army there it is not worth recovering'; quotes Henry Lawrence's remark that if "we must give up our advantages of position, and seek the Russians instead of letting them destroy themselves in the Passes, we need to send a very different sort of Army from either that of 1838-9 or of 1842"; reinforcements for Persia of nearly 6000 men almost all being taken from Bombay, though Bengal will have to help garrison Bombay; promotion of Jacob to Brig-General, and (Sir) Henry Havelock 'whom Outram greatly desires to have in command of the 2nd Division' to Maj-General; urges Vernon Smith to give Outram more discretion in diplomatic negotiations with Persia; asks for reassurance that Outram will receive instructions direct from England only on diplomatic matters, not on military matters or other matters affecting India; answers Clarendon's criticism of reduction in strength of force sent to Bushire and omission of 14th Dragoons.
