- Acknowledges Canning's letters of 22 and 23 March; Turkish ambassador's favourable attitude to Persian campaign; comments on Sir W Napier's History of General Sir Charles Napier's conquest of Sind (2nd edn 1857) – 'a tissue of lies' – and animosity of Ellenborough and Napiers towards Outram; Govt does not intend to invade Afghanistan; steamers are being procured; refers to Canning's letter of 23 March regarding disaffection among troops; rumours that Canning intends to resign (Vernon Smith thinks circulated by would-be successors); 'I have always foreseen the hazard to our Empire if Exeter Hall [i.e. religious enthusiasts] was let into India and am alarmed at the disposition Halliday [(Sir) F Halliday, Lt-Governor of Bengal] seems to show to give over the education to the missionaries'; Directors give misleadingly optimistic view of Indian financial position 'for fear of reductions in their establishments' by 'throwing everything on public works'; Canning should not wait for revenue surplus before abolishing moturpha taxes.
