- Acknowledges Canning's letter of 19 June (1) - the last received though he had letters from Harris and Elphinstone of 28 June and 1 July; his anxieties regarding delays in taking Delhi; Disraeli's foolish proposal for Royal Commission of enquiry; approves Canning's intention of avenging outrages, but it should be done quickly before a reaction of 'false humanity' occurs in public opinion in England; disarming sepoys at Calcutta a doubtful measure; does not see much in evidence against King of Oudh; Canning's curbs on press have aroused only limited complaints; reiterates Govt's confidence in Canning; comments on appointment of Campbell as C-in-C and of Lt-Col (Sir) William Mansfield (later 1st Baron Sandhurst) as his Chief of Staff on which Campbell insisted; asks Canning to caution officials against writing political intelligence to Court of Directors rather than Secret Committee; indicates additional troops being despatched; Dalhousie seems satisfied with all that has been done - 'no one did and and no one could have foreseen this outbreak'; Ali Murad may return to Sind; trying to make arrangements with Australian mail for more frequent news.
