- Refers to Canning's letter of 4 July; believes almost all troops Canning has asked for have been sent, but will be preparing further drafts to replace casualties; fears they may not arrive as soon as Canning expected; as regards punishment of rebellious sepoys, suggestion by Sir G Clerk (Secretary to Board of Control) and Col Tait have suggested transportation to colonies, but H Labouchere (Secretary for Colonies) is alarmed at effect on colonies; reports that Russian officers are travelling to India – Canning ordered to stop them at ports – and that D'Orgoni is also on his way – Vernon Smith wishes him hung; Sir P Grant made provisional Governor-General – (Sir) H B Frere being insufficiently known; is doubtful about suspension of public works; arrangements for borrowing in India and England for Govt of India's and Company's needs; Canning will be supported at home if he wishes to leave Calcutta without Council's consent – there are reports he is being hampered from doing so; Ali Murad; Queen of Oudh is quite; idea of additional bi-monthly mail abandoned because of expense and unnecessary once present disturbances ended; orders sent to Cape to send six regiments to India.
