- Previous letter missed mail [and is missing]; disbandment of 34th N.I. passed off peacefully and Barrackpore continues to be submissive and orderly; briefly describes outbreak of mutiny at Meerut; situation at Delhi; full details not yet available from either place; European troops and Irregulars gathering to march on Delhi and 'crush the rebels' – Canning does not expect this to this to be done by next mail; C-in-C is on way down from hills; situation elsewhere in India; while Delhi is in rebel hands, loyalty of any regiment in which there are seeds of disaffection will be sorely tried; lack of European troops between Barrackpore and Agra – in this stretch of 750 miles there is only one European regiment (at Dinapore), plus two Sikh and two invalid European regiments; lists steps taken to collect European troops currently in the East, including request to Elgin for those destined for China – 'China can wait: India, if the crisis comes, cannot'; as regards England, Canning begs that regiments due to be sent to India should not wait for outcome of events in China, and that three European regiments should be added to Company's army in place of six lost native regiments; has impressed on C-in-C urgent need to crush Delhi rebels and make 'a terrible example'; refers Vernon Smith to Despatches and telegraphic messages 'for the Herat-rending account of the atrocities of the Rebels .. [Canning can add nothing to these and newspaper accounts] .. and I do not desire to dwell upon them'.
