- Indian financial situation, in context of losses and military expenditure caused by rebellion; forced to abandon all public works for present, except for real necessities of military and civil establishments, involving large waste of effort and previous investment in unfinished works; impossible at present to judge whether some can eventually be restarted; 5% loan has all but stopped at £2 million - £1 million short of its target; discusses ways and means of raising estimated requirement of 3 crores of rupees, and believes Govt of India could raise this sum by 8% loan in India, if Company obtains parliamentary permission to borrow in England, so that it is known in India that 'we are not altogether at the mercy of the holders of money in this country'; Govt of India securities have suffered remarkably little.
